OpenCV3 Manager not working on Tegra3 device (Bug #4357)

Description

The issue occurred on the Asus Transformer Prime TF201 tablet(Android 4.1.1, Tegra3). I installed OpenCV_3.0.0-rc1_Manager_3.00_armv7a-neon.apk via adb. Installation finishes successfully, but upon opening the manager app on the tablet I get the "incompatible with this device" error message. Worked with the apk of previous versions (OpenCV 2.4.9).
On my smartphone (Galaxy S4, Android 5.0.1, armv7a neon), the 3.0.0 version worked like a charm.
