Having trouble visiting opencv official site (Bug #3250)

Description
I am from China and sometimes can't open http://docs.opencv.org. I traced the http request and found it stuck at fetching http://docs.opencv.org/_static/jquery.js but other resources seem to be OK. This might not be the right place to report this issue but I really don't where to else.

Thank you for reporting the issue! Though I'm not from China, I sometimes cannot access the documentation too.
Unfortunately, it seems that this problem won't be fixed as the root cause stays unknown, but the report is worth staying on tracker.
