OpenCV in fedora is built with gstreamer.
It cannot be built with ffmpeg because of patent on certain codecs, so it's important to allow video gstreamer to encode into all possible codecs. I also note that building with ffmpeg enabled will lead to a circle dependency.

This patch is an attempt to use some encoder via gstreamer.
