Implement Camera Gain and Exposure, and Frame Size control for PVAPI cameras (Patch #2561)

Description
It seems that the interface for Allied vision cameras (CV_CAP_PVAPI) lacks the ability to adjust exposure and gain using CV_CAP_PROP_EXPOSURE and CV_CAP_PROP_GAIN. Also the CV_CAP_PROP_FRAME_WIDTH and CV_CAP_PROP_FRAME_HEIGHT properties are partially implemented.
I've created a fix for this which I've tested on an Allied Vision Manta G125C camera.
