Move Quick search of the online-doc to the top (Feature #1738)

Description
I think the current location of Quick search isn't convenient. Eg if you see doc on transpose functon http://opencv.itseez.com/modules/core/doc/operations_on_arrays.html#transpose and want to find something else using Quick search, first you must find Quick search before (using scroll). It would be more convenient to have Quick search at the top.
