OpenCV stable release packages from download page contain prebuilt, non GPU supported mingw packages.
If you want any extra options you will need to build yourself.

As to openCV questions like this, please focus to the question and answer (http://answers.opencv.org/questions/) forum since this is actually only for development purposes.
