Description
The test Highgui_WebP.encode_decode_lossless_webp (opencv/modules/highgui/test/test_grfmt.cpp) hangs on Android on the 1st imwrite() call.

not sure we can reproduce the bug easily
- Category changed from imgproc, video to highgui-video
- Target version changed from 3.0 to 3.1
- HW Platform set to ARM
- Operating System set to Android
- Affected version changed from branch 'master' (2.4.9) to 2.4.0 - 2.4.8
