Add inter-camera synchronization (Feature #2272)

Description

When dealing with stereo vision, inter-camera synchronization is of uttermost importance when objects in the frame move. Currently, OpenCV neglects the ability to synchronize even if underlying system (DirectShow or video4linux) supports it.

Please, add ability to synchronize capturing devices.
