When installing from sources in Windows you also have to install Perl.

Problem appears whet trying to execute visual studio command
configure.exe -release -no-webkit -no-phonon -no-phonon-backend -no-script -no-scripttools -no-qt3support -no-multimedia -no-ltcg
Perl not found appears.
Solution is to install Python libraries from http://www.perl.org/get.html

Neither Perl nor configure.exe is needed for OpenCV build/install. Python is also optional.
